What if…neighbourhoods could think for themselves?

You can tell a lot about a neighbourhood by how it feels on a Saturday morning. In some places, the streets are quiet, the shop windows dusty, the park benches empty. In others, there’s movement and connection everywhere you look. A group stretches together under a tree before a fitness class. A café hums with regulars swapping stories. Kids kick a ball while grandparents cheer. In the community hall, volunteers set up trestle tables for a charity bake sale.

These aren’t just random scenes. In the language of systems thinking, they’re signals…small, observable pieces of evidence that the neighbourhood is organising itself.

If you spend enough time watching, you start to see patterns in how these places operate. A small park becomes more than just green space; it’s a social anchor hosting morning yoga, weekend picnics, and an annual music afternoon. Local clubs attract new members because word travels quickly through overlapping networks. Working bees at the local reserve are well attended. When a neighbour falls ill, meals appear at their door. At Christmas, whole streets light up, raising money for a children’s charity.

Often, somewhere behind the scenes, a volunteer has set up a “digital notice board” for a local social media group. Events are posted, lost pets are found, second-hand uniforms are offered, and security alerts are shared. These online spaces have ground rules, a willing administrator, and, interestingly, members who quietly help moderate the tone. They survive because people care enough to keep the conversation flowing.

In governance terms, they’re an informal but highly functional feedback loop, bridging the digital and physical layers of the “social stack”. We use this term to describe how every neighbourhood sits on a layered social architecture that is just as real as its physical infrastructure. At the base of this stack you have everyday relationships, above that sit the civic and economic institutions and then on top of that you have the governance and digital layers. It’s this stack that determines whether there’s a flow of energy and opportunities circulate.

At Impact Neighbourhoods we see the signals and the social stack combining to form what we think of as societal intelligence: a neighbourhood’s capacity to sense, decide, and act in ways that improve its own future. It’s not just about grassroots action, though that’s a big part of it. The most resilient neighbourhoods also have a vertical dimension, where institutions, clubs, and formal facilities respond to what’s happening on the ground. In systems language, it’s the interplay between the informal and the formal that makes the system adaptive.

This can be thought of as the nervous system of a place. Every conversation, gathering, or shared project is a signal travelling through it. When the system is healthy, those signals reach the right parts of the network and trigger a response. The café that hears about the bake sale sponsors it with coffee vouchers. The local council notices the park’s popularity and adds more shaded seating. A business owner sees residents concerned about safety and funds better lighting on the paths. In systems theory, this is a reinforcing loop where signals lead to action, action leads to more connection, and connection strengthens the whole. This idea of neighbourhoods as living, sensing systems is not entirely new. Indigenous cultures have long understood Country as a living network of relationships, where knowledge and adaptation are carried through story, ritual, and kinship. What we are doing here is not inventing from scratch but reconnecting with a time-honoured way of seeing that understands intelligence as collective and embedded in place.

In recent times, attention has focussed on Artificial Intelligence built around machine learning models. Where AI is powered by servers and algorithms, Societal Intelligence runs on trust, relationships, and shared action. Just as tech companies talk about their stacks with layers of tools and infrastructure that work together, neighbourhoods have their own social stack: the clubs, networks, shared spaces, governance models, traditions, and everyday interactions that make them tick.

The link to intelligence doesn’t end there. If we can measure a person’s cognitive ability with an IQ score, why not measure a neighbourhood’s regenerative capacity with an RQ or Regenerative Quotient? In resilience and complexity science, this is akin to assessing a system’s adaptive capacity. A high RQ neighbourhood has vitality (energy, activity, opportunity) and synchronicity (different parts moving in harmony). It can absorb shocks without collapsing and renew itself without waiting to be rescued because it has the capacity to keep learning and improving. A low RQ neighbourhood might have activity but no coordination, weak networks, limited economic opportunity, or stranded infrastructure like an old vacant school. The difference is not cosmetic; it’s both structural and systemic.

This is where our civic platform, The Compass, can play a part. It doesn’t just measure whether a place is “doing well.” It looks at how well its systems work together. It helps spot the invisible threads that link the social stack, from café conversations to council meeting agendas and shows where they’re becoming fragmented or missing. This is not about ranking one neighbourhood over another. It’s about understanding what’s possible, and where to focus to make that possibility real.

This matters now more than ever because we’re living through a time of overlapping change. Cities, towns, and regions are being reshaped by shifting economies, new technologies, and environmental pressures. In the noise of all that change, it’s tempting to see neighbourhoods as either “booming” or “left behind.” But societal intelligence gives us a different lens. It asks: is this place learning? Does it have the ability to adapt? Can it align its energy in a way that makes life better for the people who live here now, and for those who’ll come after?

With macro drivers of change impacting communities at every level, the stakes are high. Neighbourhoods with high societal intelligence (and therefore high RQ) can absorb shocks, adapt to opportunities, and steer their own course. Those without it risk becoming passive passengers in someone else’s plan, which leaves them vulnerable to market forces or events that shock the system. The good news is that we don’t believe societal intelligence is fixed. It can be measured, then strengthened… if we know where to look.
